No. A Personal Representative may not gift Estate assets. The assets of the Estate belong ultimately to the heirs and legatees of the Estate. The Personal Representative may not simply give them away to a non-beneficiary of the Estate.
One of the most common situations that comes up in this regard generally involves a vehicle or vehicles of the Estate. If a friend or relative would like to have one of the vehicles, or any other Tangible Personal Property of the Estate, they will have to purchase it at Fair Market Value. For a vehicle, the Fair Market Value is generally the Private Part Retail Value from a credible source such as Kelly Blue Book or NADA. This would be the same value you would have Inventoried the vehicle at in the Inventory Report to the Court.
